(a) skill_indexes - The skills that apply to the listing. Array of Skill IDs. Ex: [1, 2, 3]

1. Addition of new optional parameters in create & update a job API.
(a) subcategory_id - The subcategory ID of the job. Must be a subcategory of the given category_id (currently only the Design category has subcategories)
(b) permanently_pinned - Pins the listing to the top of its category page indefinitely. Only valid when plan is best (or defaults to best); requests with any other plan are rejected with an error
(c) apply_paywall_exempt - Enables the Boost Applicants add-on, exempting job seekers from the apply paywall for this listing
(d) salary_range - Required when creating or replacing a listing. PATCH requests may omit it to preserve the current value, but cannot clear it

1. Create a job is now idempotent - retries are safe.
(a) Re-POSTing the same partner_po_number returns the listing already
created for it: 200, that listing, and no second listing. Repeat
responses carry the header X-WWR-Idempotent-Replay: true
(b) With no partner_po_number, a repeat POST with the same company and
title within a few minutes is treated the same way. To post two
openings with the same title on purpose, give each a distinct
partner_po_number
(c) A retry arriving while the original is still running waits for it
and returns that listing, so a retry normally still gets a 200.
Only if the original is still running after about ten seconds do
you get a 409 with a Retry-After header - wait that many seconds
and retry to receive the completed listing
2. company and title are trimmed of surrounding whitespace before being
stored and matched. A blank partner_po_number is stored as null, not
an empty string.
